This Privacy Policy explains how KunMing LouHangXu E-Commerce Co., Ltd. collects, uses, stores and protects personal information when a client, seller, integrator or visitor interacts with our culture tower order desk or with the website at hangxuecom.lat. The desk is operated by our engineering partner HangXu Ecom on behalf of KunMing LouHangXu E-Commerce Co., Ltd., and both parties treat the privacy of every person who writes to the counter as a matter of ordinary professional care. We have written this policy in plain English so that a reader can understand exactly what happens to a note, an order sheet and an email once it reaches the building at Room 414, 4/F, Culture Technology Building, No 371 Qingnian Road, Wuhua District, KunMing City - 650000, China (CN).
1. Scope of this policy
This policy covers personal information that we collect through the website at hangxuecom.lat, through email sent to orders@hangxuecom.lat, through telephone calls to +13095369619, through letters posted to the counter and through the written records that the desk keeps while an order is open. It applies to every visitor, client, seller, supplier and partner who interacts with the desk in any of those ways.
The policy does not cover personal information that third parties collect independently, including a bank, a payment provider or a courier who is engaged under a separate agreement with the client. Where a client chooses to use a third party service to send a note, that service operates under its own privacy terms and the desk has no control over the data it keeps.
2. Who we are
KunMing LouHangXu E-Commerce Co., Ltd. is the organization responsible for the order desk described on this website. The registered address is Room 414, 4/F, Culture Technology Building, No 371 Qingnian Road, Wuhua District, KunMing City - 650000, China (CN). The department that answers privacy questions is the counter desk itself, and a request sent to orders@hangxuecom.lat will be routed to the clerk who maintains the privacy register.
The website and the digital services that support the desk are maintained by the developer credited as HangXu Ecom. That developer acts under a written instruction from KunMing LouHangXu E-Commerce Co., Ltd. and processes personal information only for the purposes set out in this policy. Where this policy says we, the word refers to the company and to the developer acting on its behalf.
3. Information we collect
We collect only what the desk needs to answer a note, open a bay, run a stock window, review a listing or complete a pack sitting. The categories below describe the information in practice.
Information you give us directly
- Your name, the name of your organization and your role within it.
- Your email address, telephone number and, when you choose to provide it, a postal address for correspondence.
- The subject line and text of a note sent through the contact form, by email or by letter.
- Order details such as the bays you wish to open, the parts or listings involved and the delivery window you prefer.
- Any document you attach to a note, including drawings, specification sheets and signed review margins.
Information created while an order is open
- The bay number, the order sheet number and the initials of each clerk who handled the work.
- Floor note slips, their timestamps and the signatures collected at each threshold.
- Stock window margins, listing review signatures and pack sitting checklists.
- Correspondence sent to the desk about the order, including seller letters that relate to its parts.
Information we collect automatically
- The Internet Protocol address from which your browser connects to the website.
- The browser type, operating system and device category reported by your browser.
- The pages you request, the time of the request and the address of the page that referred you.
4. Order sheet records
The order sheet is the centre of the desk. When you open a bay the clerk prints your name, your organization, your contact details, the floors involved in the work and the reviewer who will read the finished listing. As the order moves, the sheet collects margin notes, initials and small references to floor notes and stock windows. Because the sheet is the record that proves what was agreed, it needs to remain accurate and complete for as long as the warranty period described in our Terms of Service.
Order sheets are kept in a locked store at the counter, and digital copies are kept in a register that is accessible only to the clerks who work the desk. The margin notes include the initials of clerks but never their private contact details, and the sheet does not record the contents of unrelated conversations that happen at the counter. Where a client asks the desk to correct a fact on the sheet, the correction is written beside the original line and initialled, so that the record shows both the earlier and the corrected position.
When a client closes an account or ends a relationship with the desk, the order sheets are not destroyed immediately, because they support warranty claims, audit questions and the settlement of accounts. They are bound, labelled and moved to a storage box that is retained for the period described in section thirteen of this policy.
5. Seller letters and correspondence
Letters posted through the counter slot, emails sent to orders@hangxuecom.lat and notes sent through the contact form are logged on the same working day. A log entry records the sender, the date and the subject, but the full text of the letter is kept only in the bay of the order it affects. Letters that do not relate to an open order are kept in a general correspondence file for a shorter period.
We read every letter before replying. That reading may involve a clerk copying a technical question to an engineer by floor note, which means that the relevant part of the letter is shared inside the building with the colleague who must answer it. We do not forward a letter to any person outside the company or the developer unless the sender has asked us to do so or the law requires it.
You can ask the desk to correct a letter that contains an error, but we cannot delete a letter that forms part of an open order record, because the bay must remain a faithful account of what was agreed. If you want a correspondence file closed, write to orders@hangxuecom.lat and the clerk will note the request on the file and tell you when the file is due to be reviewed.
6. Website and technical data
The website is a static set of pages. It holds no shopping cart, no customer account and no comment box. The only interactive element is the contact form, which does not send a request to the website at all: it opens the mail program on your own device and prepares an email addressed to orders@hangxuecom.lat. This design is deliberate, because it means that the message you write does not pass through our servers before it reaches the mailbox at the desk.
When your browser requests a page, the hosting infrastructure may record standard server log entries such as the Internet Protocol address, the requested path, the response code and the time of the request. These entries are used to keep the site available and to investigate a security incident. They are not used to build a profile of a visitor and they are not joined to the contact details you send to the desk.
We do not use third party analytics scripts, advertising pixels or social media tracking on this site. We do not embed video players or remote fonts that would reveal your visit to another organization. The pages load a single stylesheet and a single script from the same domain at which the pages themselves are served.
8. Why we use information
We use the information described above for a limited set of purposes, each of which is tied directly to the work of the desk.
- To answer the note you send, to open a bay and to assign a clerk who will own your order.
- To prepare, review and complete the order sheet, the floor notes, the stock window margin and the pack sitting record.
- To check a listing with two readers before it is published and to keep the signed margin as evidence of that check.
- To reply to a seller letter and to confirm a technical claim about a part with an engineer.
- To contact you about a change to an order, a delay in a floor note run or a question that blocks a pack sitting.
- To keep the website available, to diagnose a fault and to investigate a security incident.
- To meet a legal obligation that applies to the company, including the keeping of accounting and audit records.
We do not use the information for automated profiling, we do not sell it to a data broker and we do not rent it to an advertising network. We do not use the text of your note to train a machine learning model or to generate a marketing message.
9. Legal bases for processing
Where the law of the applicable jurisdiction requires a legal basis, we rely on the following grounds. We rely on the performance of a contract when we need to answer a note, open a bay, run a stock window, review a listing or complete a pack sitting for you. We rely on legitimate interests when we keep a security log, when we maintain the availability of the website and when we improve the clarity of a floor note without changing its substance. We rely on consent when we send an optional newsletter or a marketing update, and that consent can be withdrawn at any time. We rely on a legal obligation when we keep an accounting record or respond to a lawful request from an authority.
Where the client is an organization, the contact details of the individual who writes to the desk are still personal information, and we apply the same rules to those details as we do to the details of an individual client. We do not assume that an organizational role removes the protection that the law gives to the person who holds it.
11. Service providers
Service providers are organizations that handle information on our instruction. We engage a hosting provider to serve the pages of this website and a mail provider to run the orders@hangxuecom.lat mailbox. Each provider is bound by a written agreement that limits its use of the information to the service it supplies, requires reasonable security and forbids it from selling the information or using it for its own marketing.
We may engage a courier to deliver a sealed box, and that courier will receive the recipient name, the delivery address and a contact number. The courier does not receive the contents of an order sheet, the text of a seller letter or the details of a stock window margin. We may engage an accountant who receives the records that are needed to settle an invoice, and that accountant is bound by a professional duty of confidentiality in addition to the written agreement we hold with them.
A current list of service providers can be requested from the desk. We review the list at least once a year and we remove any provider that no longer meets our standard for security or confidentiality.
12. International transfers
The desk operates from KunMing City in China (CN), and the primary records it keeps are stored at that address and in a server region chosen for the hosting provider. A client who writes from another country should understand that the information will be transferred to China (CN) so that the desk can do the work. Where a transfer leaves a jurisdiction that restricts the export of personal information, we rely on an appropriate safeguard, such as a written agreement with the recipient or a recognised standard contractual clause, and we confirm the safeguard before the data leaves the building.
If you have a question about the location of a specific record, write to orders@hangxuecom.lat and the clerk will tell you where that record is held. We will not claim a location that we cannot verify, and we will tell you plainly if a record is held by a service provider rather than by the desk.
13. How long we keep information
We keep information for as long as it is needed for the purpose for which it was collected, and then for the shorter of the periods described below or the period required by law.
- An order sheet and its pack record are kept for seven years after the order is closed, so that a warranty question or an audit can be answered.
- A floor note is kept for the life of the bay and is then bound with the order sheet.
- A seller letter that relates to an open order is kept with the bay and follows the same seven year period.
- General correspondence that does not relate to an open order is kept for two years and is then reviewed before deletion.
- Server logs that support the availability and security of the website are kept for ninety days and are then deleted or rotated.
- A marketing contact record is kept until the recipient withdraws consent, and the withdrawal itself is recorded so that the preference is respected.
When a retention period ends, the record is destroyed in a way that prevents reconstruction. Paper records are shredded at the building, and digital records are deleted from the primary store and from the routine backup within the normal rotation window. We do not keep an indefinite archive of client notes.
14. How we protect information
The counter is protected by building security, and the record store behind it is locked when the desk is unattended. Digital records are held behind an access control that limits each clerk to the bays that belong to that clerk, and every access is logged. Passwords are long, unique and managed in a shared vault that requires a second factor to open. The website is served over an encrypted connection, and the pages themselves carry no secret.
A short floor note travels by hand inside the building, and a runner never leaves a note unattended in a public area. When a clerk leaves the company, the access to every bay is revoked on the last working day, and the bay is reassigned to a clerk who is named on the order sheet. We test the record store with an external reader once a year and we correct any weakness that the test reveals before the next stock window.
No method of storage or transmission is perfectly secure. If a breach occurs that is likely to affect the rights of a client or a seller, we will notify the affected people without undue delay and we will describe the nature of the incident, the records involved and the steps we have taken to contain it. We will not hide a breach behind vague language.
15. Your privacy rights
Depending on the law that applies to you, you may have the right to access the personal information we hold about you, to ask for a correction, to ask for a deletion, to restrict or object to a use, to receive a portable copy of the information and to withdraw a consent that you have given. You also have the right to complain to a supervisory authority in the jurisdiction where you live or where the company operates.
To exercise a right, write to orders@hangxuecom.lat and describe the bay or the letter that the request concerns. We will confirm that we have received the request within five working days and we will answer within thirty days, unless the request is unusually complex, in which case we will explain the delay and give a new date. We will not charge a fee for a reasonable request, but we may charge a reasonable fee for a request that is manifestly unfounded or excessive, and we will tell you before we do so.
We may need to verify your identity before we release a record, because a bay can contain information about several people. If we cannot verify an identity, we will explain what we need and why. We will not refuse a request simply because it is inconvenient for the desk.
16. Privacy for Children
The desk serves professional clients and does not offer its services to children. We do not knowingly collect personal information from a child under the age of sixteen, and we do not design a service that appeals to a child. If we learn that we have collected personal information from a child under sixteen without the consent of a parent or guardian, we will delete that information from the active store and from the backup rotation within a reasonable period.
A parent or guardian who believes that a child has sent a note to the desk can write to orders@hangxuecom.lat and the clerk will trace the note, confirm whether it was received and arrange for deletion where the law permits. We keep the trace only long enough to confirm the deletion, and we do not keep a separate file about the child.
17. Marketing communications
The desk does not send a marketing newsletter unless a client has asked for one. When we do send an update, it describes a change to the desk, a new service sheet or a practical note about how to prepare an order, and it never shares the details of another client. Every update includes a clear way to withdraw consent, and the withdrawal takes effect before the next update is sent.
We do not share an email address with an advertising partner and we do not add a client from an order bay to a marketing list by default. If you want to receive updates, you must ask explicitly, and you can withdraw at any time by writing to the desk or by using the withdrawal link at the foot of the update.
18. Third party links
This website may contain a link to a third party page, such as a standard setting body or a public registry. A link is not an endorsement, and it does not give us control over the privacy practice of the third party. When you follow a link to a third party, that party collects information under its own policy, and the desk has no access to the information it collects.
We verify a third party link before we add it to a page and we review the links once a year. If a link leads to a page that has changed its content or its policy in a way that no longer matches the reason we added the link, we remove it. We will never embed a third party tracking pixel in a page of this site.
19. Changes to this policy
We review this policy at least once a year and we update it whenever the desk changes the way it handles information. When a change is material, we will publish a notice on this page for thirty days and we will update the date at the top of the page. Where the law requires a more specific notice, such as a direct message to an affected client, we will send that message before the change takes effect.
The current version of the policy is the version that appears on this page, and it replaces every earlier version. If you have kept a copy of an older version, the copy that is published here governs, and you can ask the desk to explain the difference between the version you hold and the current version.
20. How to contact us
Questions about this policy, requests to exercise a right and complaints about the way the desk has handled a note should be sent to the counter. The postal address is KunMing LouHangXu E-Commerce Co., Ltd., Room 414, 4/F, Culture Technology Building, No 371 Qingnian Road, Wuhua District, KunMing City - 650000, China (CN). The email address is orders@hangxuecom.lat and the telephone number is +13095369619.
If a complaint is not resolved by the desk, you can write to the privacy register at the same address and ask for a review by the clerk who owns the register. That review is independent of the clerk who handled the original request, and it produces a written reply that explains the outcome. If you are still dissatisfied, you may complain to the supervisory authority in the jurisdiction where you live or where the company operates.
